No disproof either, so everyone just uses their best judgement.
Unfortunately, some suspicions of years gone by come into play.
Relevant? maybe yes maybe no. I don't know the right answer.
I just have a hard time with Regulations that have no limitations on Tangibles, (Drawing from Lloydminster for example, centre sizes, Proximity to the centre, and the list goes on)
But hang their constitution on the intangibles. (Rumors of cash flow)
This has to be looked at differently. Don't know how, don't want the job, but this model just doesn't work.

Every team in the league pulls from Lloyd to build a team competitive enough to play against wainwright, How is one team looked at and not the other. Lashburn hillmond phill are all lloyd teams by the looks of there rosters.

But anyone willing to drive an extra half hour to the home games is suspect. Therein lies the problem.
Elk Point isn’t a small town and presumably close enough to Cold Lake / Bonnyville to attract some players, so they “should” be okay finding players although they compete with the Pontiacs for that.
I think there has to be limits to how many players a team draws from a city of what, 25-30,000? Other than get as many guys as you can find willing to play for free.. How do you police that?
